Delhi E-Rickshaw Policy: Government Proposes 2.5 Lakh Vehicle Cap

Key Highlights

  • Delhi proposes a cap of 2.5 lakh e-rickshaws.

  • Draft policy open for public feedback for one month.

  • Mandatory certification, licensing, fitness and vehicle identification proposed.

  • Overloading and unsafe jugaad-built vehicles targeted.

  • Implementation process proposed within 90 days after consultation and finalisation.

The Delhi government has proposed limiting the number of e-rickshaws operating in the national capital to 2.5 lakh under its draft E-Rickshaw Policy. The proposed policy aims to improve road safety, reduce traffic congestion, streamline e-rickshaw operations and strengthen last-mile connectivity for commuters.

The government has placed the draft policy in the public domain for one month, inviting suggestions and feedback from stakeholders before finalising the regulatory framework. The feedback received during this period will be reviewed, and changes may be made wherever necessary.

Delhi Transport Minister Dr Pankaj Kumar Singh said the proposed policy has been prepared to balance the transportation needs of commuters with the need for better traffic management and safer roads.

Delhi Proposes a Cap of 2.5 Lakh E-Rickshaws

Under the proposed framework, the Delhi government is considering a cap of 2.5 lakh e-rickshaws in the city. The move is intended to bring greater discipline to e-rickshaw operations and ensure that only eligible vehicles are allowed to operate on public roads.

The policy proposes mandatory compliance certification, valid vehicle licensing, fitness requirements and proper vehicle identification. These measures are expected to help authorities identify compliant vehicles and prevent vehicles that do not meet the prescribed standards from operating in Delhi.

The proposed framework will also address overloading by ensuring that e-rickshaws follow the prescribed passenger capacity. Compliance with vehicle fitness and safety standards will be an important part of the regulatory system.

Focus on Road Safety and Traffic Management

The proposed Delhi E-Rickshaw Policy aims to improve safety for passengers and other road users while addressing traffic congestion caused by unregulated operations.

The government has also highlighted the need to prevent unsafe, locally assembled vehicles built using makeshift or jugaad techniques from operating on city roads. According to Transport Minister Pankaj Kumar Singh, vehicles that fail to meet the prescribed safety and compliance standards will not be permitted to operate.

The proposed requirements for fitness, licensing, identification and passenger capacity are intended to create a more organised system for e-rickshaw operations across the capital.

E-Rickshaws to Continue Supporting Last-Mile Connectivity

E-rickshaws play an important role in Delhi's public transport network, particularly in areas where larger vehicles may find it difficult to operate. They provide an affordable transportation option for commuters travelling short distances and help connect residential neighbourhoods, markets and narrow lanes with major transport facilities.

The Transport Minister acknowledged the importance of e-rickshaws in meeting these transportation needs. He said the government wants to ensure that they continue providing reliable last-mile connectivity without adding to traffic congestion or compromising road safety.

The proposed policy therefore seeks to balance the benefits of e-rickshaws as an affordable mode of transport with the need for disciplined and regulated operations.

Public Consultation Before Policy Implementation

The Delhi government has invited suggestions and feedback on the draft E-Rickshaw Policy for one month. Stakeholders will have an opportunity to share their views before the government finalises the regulatory framework.

After the consultation period, the government will examine the suggestions received and make changes wherever required. Following consultation and finalisation of the policy, the government proposes to begin the implementation process within 90 days.

The proposed timeline is intended to move the policy towards implementation after the government has considered public feedback and finalised the necessary requirements.

What the Proposed Delhi E-Rickshaw Policy Means

If implemented, the policy could bring stricter oversight of e-rickshaw operations in Delhi through a proposed vehicle cap, mandatory compliance certification, valid licensing, fitness checks and vehicle identification.

It also places emphasis on passenger capacity, road safety and preventing the operation of vehicles that fail to meet prescribed standards. At the same time, the government aims to preserve the role of e-rickshaws in providing affordable last-mile transport.

The final rules and implementation details will depend on the outcome of the public consultation and the government's final decision on the draft policy.
