Starting November 15, 2025, the Indian government will introduce new toll payment rules on National Highways to promote digital payments and improve travel efficiency. Under the revised system, vehicles without a valid FASTag will be charged higher toll fees compared to those using FASTag.

Vehicles Without FASTag to Pay Extra

According to the new amendment to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vehicles without FASTag will have to pay double the toll fee if they choose to pay in cash. This change is aimed at reducing congestion at toll plazas and encouraging motorists to switch to digital payment modes.

For those who do not have FASTag but pay through Unified Payment Interface (UPI) or other digital methods, the toll rate will be 1.25 times the regular fee.

For example:

  • If a vehicle pays ₹100 through FASTag,

  • It will be ₹125 if paid via UPI, and

  • ₹200 if paid in cash.

Purpose of the New Toll System

The Ministry of Road Transport and Highways stated that this move is designed to encourage digital payments and reduce cash transactions at toll booths. It will also help achieve faster toll collection, minimize waiting times, and ensure greater transparency in operations.

A ministry official added that these revised rules will improve the overall user experience and make highway travel smoother and more efficient.

Boost to Digital India Initiative

The introduction of higher toll fees for non-FASTag vehicles aligns with India’s ongoing push toward a Digital India and cashless economy. With over 98% of toll payments already made through FASTag, the government expects this update to further accelerate digital adoption and reduce manual handling at toll plazas.
