Madhya Pradesh has taken a historic step toward clean mobility by becoming the first state in India to officially launch an electric vehicle (EV) policy. Chief Minister Mohan Yadav made the announcement on the eve of World EV Day 2025, declaring bold targets for EV adoption by 2030 and placing the state at the centre of India’s sustainable transport movement.

Madhya Pradesh EV Policy – A Roadmap for Clean Mobility

The new Madhya Pradesh EV Policy 2025 focuses on increasing the use of electric three-wheelers, e-rickshaws, buses, and commercial EVs. CM Mohan Yadav said the policy aligns with Prime Minister Narendra Modi’s vision of building a sustainable and climate-friendly future.

The policy aims to:

  • Reduce carbon emissions

  • Improve air quality

  • Lower transport costs for people

  • Build a strong EV infrastructure across the state

Financial incentives like road tax and registration fee exemptions will encourage people to buy EVs. At the same time, the state will invest in charging stations, battery swapping stations, and skill development for the EV industry.

Targets for 2030

The Madhya Pradesh government has set ambitious goals to be achieved by 2030:

  • 80% of all three-wheelers to be electric

  • 40% of all two-wheelers sold are electric

  • 15% of cars and four-wheelers to run on electric power

  • 40% of buses to become electric

With this plan, the state aims to focus strongly on three-wheelers and commercial EVs, which form the backbone of public transport and small business logistics.

Incentives and Benefits

To boost EV adoption and infrastructure, the government has announced attractive incentives:

  • Up to ₹10 lakh for setting up charging stations

  • Up to ₹5 lakh for battery swapping stations

  • Up to ₹25,000 for retrofitting existing vehicles

  • ₹2 crore support for research, skill development, and innovation

These benefits are designed to attract entrepreneurs, investors, and manufacturers to Madhya Pradesh while also creating new job opportunities for youth.

Building Model EV Cities

The government plans to develop Bhopal, Indore, Gwalior, Jabalpur, and Ujjain as model EV cities. These hubs will feature:

  • Strong charging networks

  • Better EV-friendly infrastructure

  • Training and skill centres for youth

To prepare the workforce, engineering colleges and ITIs will start EV-focused courses so that technicians, engineers, and mechanics are trained to work in the growing sector.

Madhya Pradesh as an EV Manufacturing Hub

Madhya Pradesh has a strong industrial base and supply chain network, making it a natural choice for becoming an EV manufacturing hub. The CM said that recent lithium discoveries in India would support battery production and reduce dependency on imports.

Battery manufacturing plants, EV assembly units, and component suppliers are already being encouraged to set up in the state. Its central location gives Madhya Pradesh a strategic advantage for distribution across India.

Focus on Commercial EVs and Three-Wheelers

Since a large population in the state relies on auto rickshaws, loaders, and small transport vehicles, electrifying them will bring quick benefits.

  • For drivers: lower running costs and reduced fuel dependency

  • For cities: less pollution, quieter roads, and cleaner air

  • For businesses: cost-efficient operations through electric light commercial vehicles

The policy also includes a plan to increase EV buses for public transport, offering an affordable and sustainable alternative to diesel buses.

Supporting India’s Net-Zero Target

The Madhya Pradesh EV Policy is also a step toward India’s long-term goal of achieving zero carbon emissions by 2070. CM Mohan Yadav stressed that EV adoption is not just about vehicles but also about better air quality, reduced fuel bills, and new job opportunities for citizens.

Growing Public Awareness

To spread awareness, events like the Vidyut 25 Workshop and Electric Auto Expo in Bhopal are being organised. These events highlight the benefits of EVs and encourage more people to adopt clean mobility.

India is already the largest producer of three-wheelers in the world, and Madhya Pradesh is now aiming to lead the way in electric three-wheelers and commercial EVs. With its strong talent pool, supportive policy, and industrial base, the state is set to become a major hub for electric mobility.
