
Modi government's innovative scheme offers Indian farmers loans on stored produce, reducing distress sales and fostering prosperity in agriculture.

In a significant move to empower Indian farmers, the Modi government has introduced a groundbreaking scheme that allows farmers to avail loans against their stored grains. Timely before the Lok Sabha elections in 2024, this initiative aims to enhance the financial well-being of farmers and prevent them from selling their crops at low prices.
The Warehousing Development and Regulatory Authority (WDRA) will be responsible for giving loans under this new scheme. To qualify for the loan, farmers must store their produce in registered warehouses. The loan will be provided at a favorable interest rate of 7%, and remarkably, no collateral will be required.
Piyush Goyal, the Minister of Consumer Affairs, Food and Public Distribution, announced this groundbreaking scheme at the launch of the e-Kisan Upaj Nidhi (Digital Gateway) of WDRA in Delhi on March 4, 2024. This digital platform not only facilitates loans but also allows farmers to establish a direct relationship with banks.
Under the new scheme, farmers will benefit from a reduced security deposit fee for storing their produce. Previously at 3%, the security deposit has now been lowered to just 1%, making it more accessible for farmers to utilize registered warehouses for storage.
Piyush Goyal emphasized that the e-Kisan Upaj Nidhi initiative would shield farmers from resorting to distress sales during challenging times. By utilizing this digital gateway and technology, farmers gain the ability to store their produce, ensuring they receive fair prices for their products.
Goyal highlighted the crucial role that the agricultural sector plays in India's development, visualizing a 'developed India' by 2047. The e-Kisan Upaj Nidhi and other technological initiatives are steps towards making farming more attractive and financially practical for farmers.
Goyal emphasized that initiatives like 'e-Kisan Upaj Nidhi' and e-NAM (National Agriculture Market) will enable farmers to leverage interconnected markets. This connectivity ensures that farmers can sell their produce to the government at or above the Minimum Support Price (MSP).
Goyal proudly announced that government procurement through MSP has more than doubled over the last decade, reaching a significant 2.5 times increase. He also urged WDRA to plan for the free registration of all warehouses under the cooperative sector, promoting the world's largest cooperative food grain storage scheme.

The Minister emphasized that supporting cooperative sector warehouses would encourage farmers to use WDRA facilities, enabling them to fetch better crop prices. This comprehensive approach aims to uplift the agricultural community, ensuring a brighter and more prosperous future for India's farmers.
