The Government of Andhra Pradesh has launched the YSR Jal Kala Yojana to support small and marginal farmers by offering free borewell facilities for agricultural lands. This welfare scheme is designed to improve irrigation access and boost agricultural productivity, especially in water-scarce areas.

YSR Jal Kala Yojana is a farmer-friendly initiative that offers free borewells to eligible farmers. The scheme is part of the state’s ongoing efforts to ensure water availability for cultivation and improve the quality of life in rural areas.
The main goal of this scheme is to:
Help farmers access underground water through borewells.
Improve irrigation facilities.
Increase crop yield and farm income.
Promote sustainable water usage in agriculture.
Free Borewell Drilling: Farmers will get borewells drilled on their lands at no cost.
Technical Survey: A hydro-geological and geophysical survey will be done before drilling to ensure water availability.
Expert Monitoring: Groundwater experts and certified geologists will assist in identifying suitable drilling sites.
SMS Alerts: Farmers will receive SMS notifications about the drilling schedule.
Second Chance: If the first borewell fails, a second attempt will be made based on expert suggestions.
Digital Tracking: A dedicated software system tracks the progress of each application and drilling work.
To apply under the YSR Jal Kala Scheme, farmers must meet the following conditions:
Must be a resident of Andhra Pradesh.
Should be a registered farmer.
Must own between 2.5 to 5 acres of land.
(If individual farmers have less land, they can apply jointly with neighbours.)
The land should not already have a borewell or well.
Preference will be given to Below Poverty Line (BPL) farmers.
The land should not be in an area listed as overexploited for groundwater.

Farmers can apply in two ways:
Visit the Village Secretariat.
Submit the application form with the required documents.
Village volunteers and VRO will assist in processing the application.
Visit the official website: www.ysrjalakala.ap.gov.in
Submit the application online.
Track the application status or file complaints via toll-free number 1902 or the website.
Initial Check: VRO checks documents at the village level.
Forwarding: Application is sent to Assistant Project Director (APD), DWMA.
Survey: APD assigns the application to a geologist for technical survey.
Feasibility Report: If approved, the borewell location is selected.
Administrative Approval: Final permissions are given by the District Collector.
Drilling Work: Contractors drill borewells and are paid based on success.
SMS Notification: Farmers receive updates about drilling dates.
Surveys are conducted by certified geologists from the Ground Water and Water Audit Department.
Drilling follows the APWALTA (Andhra Pradesh Water, Land and Trees Act), 2002.
Reports and data are shared with local officials for transparency and monitoring.
