The Tamil Nadu government has announced a major housing initiative named Kalaignar Kanavu Illam Project, with a budget of ₹3,500 crore to build 1 lakh houses in the state during the financial year 2025-26. This project aims to provide permanent, safe, and decent housing to economically weaker families living in slums and underdeveloped areas.

The Kalaignar Kanavu Illam Project, also known as the "Artist’s Dream Home Scheme", was originally launched in 2010 by the DMK government under the name Kalaignar Veedu Vazhangum Thittam. The goal was to eliminate slums in Tamil Nadu and improve the living conditions of poor families.
However, a recent survey has shown that Tamil Nadu still has around 8 lakh slum households. The government has revived the housing scheme with a stronger push and a larger budget.
The total ₹3,500 crore budget for this project will be sourced from multiple schemes and government grants:
Source of Funds | Amount Allocated |
SCPAR Scheme | ₹1,200 crore |
Panchayat Raj Institutions (Grants) | ₹900 crore |
MGNREGS + Swachh Bharat Mission | ₹400 crore |
State Government Grant | ₹1,000 crore |
Total | ₹3,500 crore |
Each house will be built at an estimated cost of ₹3.5 lakh and will follow a standard structure to ensure quality and durability.
