​​The Indian government will require all tipper and dumper trucks to have enclosed load bodies starting April 1, 2027. This regulation aims to improve road safety and prevent construction material spillage during transit. The Ministry of Road Transport and Highways (MoRTH) announced these proposed changes to the Central Motor Vehicles Rules (CMVR), 1989.

Key Regulation Details

The draft notification states that from April 1, 2027, all dumpers and tippers must have a system to fully cover and enclose the load body while operating on roads. The covering system can be electrically, electro-mechanically, hydraulically, or mechanically operated. Any suitable material may be used for the cover to ensure the load body is fully enclosed during movement.

The government will not consider the load body containment system, installed as per CMV Rule 138-B, when calculating the total height of the tipper or dumper. This means the height of the enclosure system will not affect the vehicle's legal height limit.

Additional Safety Requirements

The proposed amendments also require an audio-visual alert system in the driver’s cabin. This system will notify the driver if the load body cover is loose or open while the vehicle is in motion. The draft further clarifies that devices such as side footsteps, indirect vision systems, guard rails, direction indicator rub-rails (up to 20 mm rubber beading on each side), rear-view mirrors, and the load body enclosure system will not be included in the overall height calculation for dumpers and tippers.

Consultation and Implementation Timeline

MoRTH has invited comments and objections from the public and stakeholders within 30 days of the draft notification's release. The ministry will review all feedback before announcing the final rules. The regulation will take effect on April 1, 2027, giving manufacturers and operators time to comply with the new requirements.

These changes are part of the government’s ongoing efforts to enhance road safety and reduce environmental hazards caused by material spillage from construction vehicles. The new rules will apply to all tipper and dumper trucks operating on Indian roads after the specified date.
