The Rajasthan government has announced major relief for farmers and tractor owners by waiving a large part of the late fees on delayed tractor Registration Certificate (RC) renewals. Along with this, the state has also introduced new rules for tractor-trolleys used for commercial transportation.
The Transport and Road Safety Department said the decision is aimed at supporting farmers while ensuring better regulation of commercial transport activities across the state.
According to Transport Commissioner Purushottam Sharma, farmers who have not renewed their tractor RC on time can take advantage of the special exemption scheme until September 30, 2026.
The department has urged all eligible tractor owners to complete the renewal process before the deadline to benefit from the reduced late fees.
Under the new system, the additional fee for delayed renewal of agricultural tractor RCs has been capped, offering significant financial relief.
Delay of up to one year: ₹500 per month, with a maximum late fee of ₹2,500.
Delay of more than one year: Maximum additional fee limited to ₹5,000.
This special relief is available only until September 30, 2026.
The Rajasthan government has also announced relief for owners of non-transport category two-wheelers.
For delayed RC renewals:
Late fee will be ₹300 per month.
Maximum additional fee will be capped at ₹1,000.
The Transport Department has also implemented a new registration system for tractor-trolleys used for commercial purposes in compliance with Supreme Court directives.
Officials observed that many tractor-trolleys registered for agricultural use were being used to transport bricks, sand, gravel, stones, minerals, and other construction materials without commercial registration.
To address this issue, the government has introduced separate registration rules for commercial tractor-trolleys.
Under the new rules:
Tractor-trolleys used for goods transport, mining, or any commercial activity must obtain separate commercial registration.
Such vehicles will receive separate chassis numbers and separate registration numbers.
Owners operating commercially registered tractor-trolleys must carry the following documents at all times:
Valid Registration Certificate (RC)
Fitness Certificate
Commercial Insurance
Pollution Under Control (PUC) Certificate
Valid Driving Licence
The department has warned that failure to carry these documents or comply with the new regulations may lead to legal action against the vehicle owner.
The government has clarified that the new commercial rules will not apply to tractor-trolleys used exclusively for agricultural purposes.
Farmers using tractor-trolleys for transporting agricultural produce, seeds, fertilizers, or other farm-related materials can continue operating under the existing agricultural registration without any additional commercial requirements.
To ensure proper implementation of the new regulations, the Transport Department will conduct joint enforcement drives along with the Police Department and Mining Department.
The first phase of the campaign will begin in:
Dholpur
Karauli
Sawai Madhopur
Kota
Bundi
The enforcement drive will later be expanded across Rajasthan in a phased manner.
Authorities have stated that tractor-trolleys found carrying out commercial operations without proper registration or required documents may be seized, and strict legal action will be taken against their owners. The government believes these measures will help curb illegal commercial transportation while improving road safety and regulatory compliance.

Rajasthan's latest decisions provide much-needed financial relief to farmers by reducing late fees for delayed tractor RC renewals until September 30, 2026. At the same time, the state has tightened regulations for commercial tractor-trolleys by introducing separate registration requirements and mandatory documentation. While genuine agricultural use remains exempt, the new rules are expected to reduce illegal commercial transport, improve road safety, and strengthen enforcement across Rajasthan.
