Key Highlights

  • New local FASTag annual pass starts November 1, 2026.

  • Residents within 20 km of toll plazas can apply.

  • Annual fee is ₹1,500 or ₹3,000, depending on toll plaza location.

  • Only non-commercial vehicles with valid FASTags are eligible.

  • Pass is limited to one toll plaza and has specified exclusions.

The Ministry of Road Transport and Highways (MoRTH) has announced a concessional annual FASTag pass for residents living within 20 km of toll plazas. The new facility will come into effect on November 1, 2026, helping eligible local commuters reduce their regular toll expenses.

The new FASTag pass is designed for residents who frequently travel through nearby toll plazas for work, education and other local needs. Depending on the location of the toll plaza, eligible vehicle owners will have to pay an annual fee of ₹1,500 or ₹3,000.

FASTag Annual Pass Price: ₹1,500 or ₹3,000

According to the ministry's notification, the annual FASTag pass will have two different price categories based on the location of the toll plaza.

  • ₹1,500 annually: For toll plazas located outside municipal or local town limits.

  • ₹3,000 annually: For toll plazas located within municipal or local town limits.

The applicable fee will depend on whether the toll plaza falls inside or outside the specified municipal or local town limits. The concessional pricing is intended to make regular toll travel more affordable for residents living near these plazas.

Who Can Apply for the New Local FASTag Pass?

The concessional FASTag annual pass will be available to eligible residents living within 20 km of a toll plaza. However, the facility is restricted to non-commercial vehicles.

To qualify for the pass, vehicle owners must meet the following conditions:

  • They must reside within 20 km of the relevant toll plaza.

  • The vehicle must be a non-commercial vehicle.

  • The vehicle must have a valid and functional FASTag.

  • The FASTag must be registered for non-commercial use.

These conditions are intended to ensure that the benefit reaches local residents who regularly use nearby toll roads for personal and everyday travel.

FASTag Pass Valid Only at the Issuing Toll Plaza

The new concessional annual FASTag pass will be valid only at the specific toll plaza for which it has been issued. It cannot be used to claim the same benefit at other toll plazas.

For example, if a resident obtains the pass for one toll plaza near their home, the pass will not be applicable at another toll plaza on a different route.

Eligible vehicle owners will also have the option to choose between the existing monthly pass and the newly introduced concessional local annual pass. They can select the option that best suits their travel frequency and requirements.

Where Will the Concessional FASTag Pass Not Apply?

The ministry has specified certain restrictions under the new rules. The concessional annual pass will not be available in the following situations:

  • Closed toll collection systems: The facility will not apply to national highways or expressways that use a closed user fee collection system.

  • Alternative roads available: Residents will not be eligible for the concessional pass if a service road or an alternative road is available for their use.

These exclusions limit the benefit to eligible local commuters who meet the prescribed conditions.

CMV360 Says

The new FASTag annual pass, effective November 1, 2026, will offer eligible residents living within 20 km of toll plazas a lower-cost option for regular travel. With annual fees of ₹1,500 or ₹3,000, depending on the toll plaza's location, the scheme aims to ease local commuting expenses. However, the benefit is limited to qualifying non-commercial vehicles and the specific toll plaza for which the pass is issued.
