The Madhya Pradesh government has approved the Kavach Yojana 2026, a new initiative aimed at reconnecting farmers with the cooperative banking system and restoring their access to institutional agricultural credit.
The scheme is expected to benefit around 5,000 farmers associated with cooperative societies. These farmers had been facing difficulties in getting fresh loans because investigations into irregularities in their existing loan accounts were still pending.
The government has introduced the scheme to ensure that administrative investigations do not leave farmers without access to the credit they need for cultivation and their livelihoods.
The Cooperative Department of Madhya Pradesh received approval for the Kavach Yojana during a cabinet meeting chaired by Chief Minister Dr. Mohan Yadav on August 4, 2026.
Under the scheme, farmers who were temporarily disconnected from the cooperative credit system due to pending investigations will be given an opportunity to access fresh agricultural loans.
The initiative is designed to prevent farmers from remaining outside the formal banking system for an extended period simply because an administrative investigation is still underway.
Approximately 5,000 affected farmers linked with cooperative societies are expected to benefit from the Kavach Yojana.
Due to pending investigations related to irregularities in their loan accounts, these farmers were facing restrictions on accessing new credit facilities and certain government schemes. This created difficulties for farmers who needed funds to continue their regular agricultural activities.
The new scheme will help bring these farmers back into the institutional credit system and provide them with an opportunity to obtain fresh agricultural loans.
To support the new lending arrangement, the Apex Bank and District Cooperative Banks will create a special fund with a combined limit of up to ₹50 crore.
This fund will support the process of providing fresh credit facilities to eligible farmers covered under the scheme.
The move is aimed at ensuring that farmers have access to the working capital required during the crop cycle rather than being forced to depend entirely on other sources of finance.
Along with the special credit fund, the Madhya Pradesh government has approved one-time share capital assistance of ₹25 crore for the benefit of farmers.
The financial support is expected to strengthen the mechanism for reconnecting affected farmers with institutional agricultural credit. It will also support the cooperative banking system in extending new credit facilities to eligible farmers.
Together, the ₹50 crore special fund and ₹25 crore government share capital assistance will form the financial framework for implementing the scheme.
Agriculture requires regular investment throughout the crop season. Farmers need money for seeds, fertilizers, pesticides, irrigation, agricultural equipment and other farm-related expenses.
When access to formal agricultural loans is disrupted, farmers can face difficulties in arranging this working capital on time. Timely institutional credit can help them manage these expenses and reduce their dependence on expensive non-institutional sources of borrowing.
By bringing affected farmers back into the cooperative banking network, the Kavach Yojana aims to provide them with a more reliable source of agricultural finance.
The Madhya Pradesh government has declared 2026 as the Farmer Welfare Year, with a focus on improving farmers' income, economic security and overall well-being.
The Kavach Yojana fits into this broader approach by addressing a specific financial challenge faced by farmers who had lost access to fresh institutional credit because of pending investigations.
Rather than allowing administrative procedures to have a long-term impact on farming activities, the scheme seeks to create a pathway for eligible farmers to return to the cooperative credit system.
