UP govt releases new sugarcane policy for 2025-26.

The Uttar Pradesh government has brought big relief for sugarcane farmers by releasing a new sugarcane speculation and supply policy for the crushing season 2025-26. Along with this, a Memorandum of Understanding (MoU) has been signed between the National Sugar Institute (NSI), Kanpur, and the Uttar Pradesh Sugarcane Research Council (UPCSR), Shahjahanpur. Both steps aim to improve sugarcane productivity and increase farmers income across the state.

The MoU, signed in the presence of Sugarcane Development and Sugar Industry Minister Laxmi Narayan Chaudhary, will help farmers by making high-quality sugarcane seeds available. It will also promote cooperation between scientists and farmers.
The agreement was signed by Prof. Seema Paroha, Director of NSI, and V.K. Shukla, Director of UPCSR. According to the government, this collaboration will be a milestone in connecting research, technology, and sugarcane farming.
Under the agreement, NSI Kanpur will produce elite sugarcane seeds on 52 acres of farmland. Out of this, 20 acres will be used for autumn sugarcane, and the rest for spring sugarcane. In the next stage, more land will also be used for seed production.
This effort will provide nearly 15,000 quintals of breeder seeds per year, which will help boost sugarcane production and farmer earnings. Farmers will also receive technical advice and field inspections from scientists to ensure better results.
The new sugarcane speculation and supply policy has been designed for both small and large farmers, with a focus on supporting women farmers as well.
Farmers with 36 quintals or 4 slips (basic mode) and women farmers with 81 quintals or 9 slips (basic mode) will be exempted from the 52:48 ratoon and plant ratio.
Very small farmers will receive 100% ratoon slips in the first phase and their plant slips in the seventh phase.
Small women farmers will get 100% ratoon slips from phases 1 to 3 and plant slips from phases 7 to 9.
Around 13.12 lakh small farmers, 3.75 lakh micro farmers, and 6,268 women farmers are expected to benefit.
The new sugarcane variety Co. 15023, developed by UPCSR, will be given priority because of its early ripening quality.
In this variety, ratoon slips will be provided in phases 1–2, while plant slips will be issued in phases 7–8.
This will increase sugar recovery for mills, ensuring farmers get faster payments.
Farmers with 2,500 quintals or more satta can receive up to 8 slips instead of the usual 4.
Those with 100% standing sugarcane will get 52% slips till the sixth phase and 48% slips between the seventh and tenth phase.
New members of sugarcane committees will get satta benefits equal to the average supply of their sugar mill in 2024-25 or 70% of the district productivity, whichever is higher.
Small farmers with 81 quintals satta will get special benefits with slips of ratoon sugarcane in phases 1–3 and slips of plant sugarcane in phases 7–9.
The new policy gives strong priority to women farmers, ensuring equal participation in sugarcane supply.
Sugarcane Minister Laxmi Narayan Chaudhary confirmed that UPCSR will provide improved sugarcane seeds to NSI at a fixed price to develop nurseries. These seeds will later be allotted to farmers at affordable rates.
Scientists will also visit farms, guide farmers, and provide free technical advice, ensuring farmers can use better seeds and modern techniques effectively.

The new sugarcane speculation and supply policy and the MoU between NSI and UPCSR mark a major step towards modernizing sugarcane farming in Uttar Pradesh. With high-quality seeds, better supply management, and priority for small and women farmers, these reforms are expected to increase sugarcane productivity and improve the income of lakhs of farmers across the state.
