In a meeting chaired by Agriculture Minister Surya Pratap Shahi at Krishi Bhawan auditorium, targets for seed distribution and crop area coverage were finalized.
A total of 141 lakh hectares has been targeted for sowing this season.
Out of this, 2.27 lakh hectares will be under mixed cropping with sugarcane.
Farmers will get 10 lakh quintals of low-cost seeds and 12.80 lakh free mini kits across villages.
To promote higher yield and crop quality, the government has planned large-scale seed distribution.
Farmers will get 10 lakh quintals of wheat seeds on subsidy.
7080 quintals of rye and mustard seeds will be distributed free.
12,500 quintals of lentil seeds will be given to sugarcane farmers for mixed cropping.
6.50 lakh pulse and oilseed minikits will be distributed free by the state government.
With central support, 5.41 lakh pulse seed minikits will also reach farmers.
The Agriculture Department has made the application process fully transparent. Farmers must register on the official portal to avail the benefits.
If applications exceed the limit, an e-lottery system will be used for selection.
The last date to register for Toria seed minikit is August 31, 2025.
From September 1, 2025, registration for other crop seed minikits will begin.
Seeds will be distributed using modern technology for transparency.
Under the State Assisted Free Oilseed Seed Mini Kit Program, each farmer will get one free 2 kg Toria seed minikit.
Distribution will take place through Government Agricultural Seed Stores using POS machines.
The minister said this digital system has increased farmers’ trust and boosted demand for quality seeds.
The state has also seen strong growth in Kharif cultivation.
In 2016, Kharif crops were sown in 91.45 lakh hectares, which increased to 105.93 lakh hectares in 2024.
Overall cultivation of Rabi, Kharif and sugarcane grew from 225.87 lakh hectares in 2015-16 to 274.22 lakh hectares in 2024-25.
Fertilizer use has also gone up. Urea consumption rose from 23 lakh metric tonnes in 2016 Kharif to 39 lakh metric tonnes in 2024 Kharif.
For Kharif 2025, by August 19, farmers purchased 32.07 lakh metric tonnes of urea, higher than the same period last year.
Despite rising global prices, the government has ensured affordable fertilizer for farmers.
On April 1, 2025, UP had 12.52 lakh metric tonnes of urea stock.
An additional 25.45 lakh metric tonnes was ordered, increasing availability to 37.97 lakh metric tonnes.
Out of this, farmers have already purchased 32.07 lakh metric tonnes, with 6 lakh metric tonnes still available.
The actual market price of a 50kg bag of urea is Rs 2174, but due to heavy subsidy, farmers are paying only Rs 266 per bag.
Similar subsidies are being given on DAP, NPK, MOP, and SSP fertilizers.

The UP government’s timely efforts for Rabi 2025 aim to provide farmers with affordable and quality seeds, fertilizers, and transparent distribution. With large targets for area coverage, seed kits, and fertilizer availability, these steps will not only support farmers but also contribute to higher production and the state’s vision of becoming part of a ‘One Trillion Dollar Economy’.
