The Union Government has announced a significant increase in the Minimum Support Price (MSP) of six major Rabi crops for the 2027-28 marketing season. The decision was approved by the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, on 30 September 2026.

The revised MSP covers wheat, barley, groundnut, masoor, rapeseed and mustard, and safflower. Among these crops, safflower has received the highest increase of ₹675 per quintal, while wheat has seen the lowest increase of ₹25 per quintal in absolute terms.

The government said the higher MSP for pulses and oilseeds is intended to encourage farmers to increase their cultivation and support crop diversification.

The new MSP rates will apply to the Rabi Marketing Season (RMS) 2027-28 and should not be confused with the rates applicable to the previous 2026-27 marketing season.

Wheat MSP Increased to ₹2,610

The government has raised the MSP of wheat from ₹2,585 to ₹2,610 per quintal for RMS 2027-28. This is an increase of ₹25 per quintal.

Among the six crops covered by the latest announcement, wheat has received the smallest increase in rupee terms.

Mustard and Masoor Get Major MSP Hikes

Farmers growing oilseeds and pulses will benefit from relatively higher MSP increases.

The MSP of rapeseed and mustard has been increased from ₹6,200 to ₹6,613 per quintal, giving farmers an increase of ₹413 per quintal.

Similarly, the MSP of masoor has risen from ₹7,000 to ₹7,390 per quintal, an increase of ₹390 per quintal.

According to the government, higher support prices for pulses and oilseeds are aimed at encouraging their production and promoting diversification in the cropping pattern.

Groundnut and Barley MSP Also Increased

The new groundnut MSP is ₹5,958 per quintal, compared with ₹5,875 in the 2026-27 season. This represents an increase of ₹83 per quintal.

For barley, the MSP has been increased from ₹2,150 to ₹2,286 per quintal, providing an increase of ₹136 per quintal.

Safflower Gets Highest MSP Increase

Safflower has received the largest MSP hike among all six Rabi crops.

Its MSP has increased by ₹675 per quintal, rising from ₹6,540 in the previous season to ₹7,215 per quintal for RMS 2027-28.

The government has therefore provided the biggest price increase to safflower, followed by rapeseed and mustard and masoor. The move is expected to strengthen the support-price framework for farmers cultivating oilseeds and pulses.

MSP Fixed at 1.5 Times the Cost of Production

The government said the revised Rabi MSP rates follow the policy of fixing MSP at at least 1.5 times the All India Weighted Average Cost of Production.

The government's production cost calculation includes expenses related to labour, machinery and bullock labour, leased-land rent, seeds, fertilisers, cattle manure, irrigation, diesel and electricity, interest on working capital and other expenses. It also takes into account the estimated value of family labour.

However, the actual cost of cultivation and profit earned by an individual farmer can vary depending on farm conditions, production levels, yield and other local factors.

What the Rabi MSP Hike Means for Farmers

The latest MSP revision provides a clearer support-price benchmark for six important Rabi crops for the 2027-28 marketing season. While wheat has received a modest increase, the larger hikes for safflower, mustard and masoor indicate greater emphasis on oilseeds and pulses.

The government expects these revised prices to encourage farmers to diversify cultivation while providing better price support for crops beyond wheat.
