MoRTH mandates automatic load covers on tippers and dumpers from April 2027 to reduce dust, material spillage and improve road safety across India.

The Ministry of Road Transport and Highways (MoRTH) has made automatic load covers mandatory for all tippers and dumpers in India from April 1, 2027. The move is aimed at keeping loose materials such as construction aggregates and mining materials securely covered while these vehicles are operating on public roads.
The ministry notified the Central Motor Vehicles (Twelfth Amendment) Rules, 2026, on July 28, 2026, which were subsequently published in the Gazette of India. The new requirement will apply to tippers and dumpers across the country.
Under the new rules, every tipper and dumper must have a system fitted to the load body that can cover it from the top and fully enclose the load while the vehicle is travelling on the road.
The cover system can use any of the following technologies:
Electrical
Electro-mechanical
Hydraulic
Mechanical
Manufacturers can use suitable materials and mechanisms depending on the vehicle's design and operating requirements.
The regulation specifically requires the load body to be equipped with an electrically, electro-mechanically, hydraulically or mechanically operated system capable of covering the load body from the top.
The new regulation also introduces a safety alert requirement. Tippers and dumpers will need an audio-visual warning system inside the driver's cabin.
The system will alert the driver if the load-body cover remains open or unsecured while the vehicle is moving. This is intended to ensure that the load remains covered during road operation rather than relying only on manual checks.
One of the most important provisions for manufacturers is that the equipment used for covering the load body will not be counted while calculating the vehicle's overall statutory height.
The amendment makes changes to Rule 93 to provide this exemption for tippers and dumpers. The covering equipment has effectively been added to the list of components that are excluded from the vehicle's overall height measurement, alongside items such as rear-view mirrors, indirect-vision devices, guard rails, 20-mm rub rails and side foot steps.
This exemption is commercially important because tipper bodies are often designed close to the permitted height limit to maximise cubic capacity, particularly when carrying relatively low-density materials such as coal and construction aggregates. Without the exemption, manufacturers could have had to reduce body volume to accommodate the new covering mechanism.
The automatic cover requirement is expected to address long-standing concerns over material spillage and dust pollution from construction and mining vehicles.
Keeping the load enclosed while travelling could help prevent loose material from falling onto roads and reduce the amount of dust released into the surroundings. It could also contribute to better road safety by keeping the transported material within the load body.
At the same time, the height exemption gives manufacturers greater engineering flexibility to add the covering system without compromising the usable volume of the tipper body.
The new regulation will have implications for both commercial vehicle manufacturers and regional bodybuilders.
Major manufacturers including Tata Motors, Ashok Leyland, Daimler India Commercial Vehicles (BharatBenz) and VE Commercial Vehicles (Eicher) offer tipper vehicles in India. They will need to integrate suitable automatic cover systems into their upcoming tipper platforms and body designs.
A significant portion of tipper bodies, however, is still fabricated by regional bodybuilders. For these companies, integrating powered mechanisms could bring additional challenges related to weight control, system validation, maintenance and warranty support.
The additional hardware will also increase the Bill of Materials (BOM) and could add to the overall body weight. Since higher body weight can reduce available payload, manufacturers and bodybuilders will need to carefully balance the weight of the cover system with the vehicle's carrying capacity.
The rules allow manufacturers to choose between mechanical, hydraulic, electrical and electro-mechanical solutions. This provides flexibility, but the different technologies are likely to have varying costs, maintenance requirements and operating characteristics.
Hydraulic and electrical systems could add components and potential failure points to vehicles that already operate in demanding construction, mining and other heavy-duty environments. The industry will therefore need to assess which technology offers the best combination of cost, durability, reliability and ease of maintenance.
The mandate could also create a new original-equipment supply opportunity for companies manufacturing load-cover systems, actuators and related components, as these systems may increasingly be supplied as factory-fit equipment.
The final rules follow a consultation process that began earlier this year. MoRTH issued the draft notification on March 27, 2026, inviting objections and suggestions from the public.
After reviewing the representations received, the ministry proceeded with the final amendment and notified the Central Motor Vehicles (Twelfth Amendment) Rules, 2026, on July 28.
The mandatory requirement will come into effect from April 1, 2027. This gives OEMs and bodybuilders a defined period to develop, validate and integrate suitable automatic load-cover systems into their production processes.
The immediate focus for the commercial vehicle industry will now be on developing systems that can meet the new regulatory requirement without significantly affecting payload, load-body capacity, vehicle cost or reliability.
For India's tipper and dumper segment, the regulation marks a significant shift toward automated load containment, while the height exemption provides manufacturers with important engineering flexibility to meet the new requirement.
