In a major relief for the commercial transport sector, the Ministry of Road Transport and Highways has reduced the vehicle fitness certificate fee by 50%. This decision brings down the cost from Rs 5,000 to Rs 2,500, offering direct financial relief to truck, bus, and fleet operators across the country.
The government notified the change through the Central Motor Vehicles (Fifth Amendment) Rules, 2026. The revised fee structure has come into immediate effect and is applicable across all states and union territories.
This amendment modifies provisions under the Central Motor Vehicles Rules, 1989, specifically under Rule 81, which outlines the fee schedule for various vehicle-related services.
As per the updated rules, the fee listed under serial number 11A, related to fitness certificates for transport vehicles, has been reduced to Rs 2,500 from the earlier Rs 5,000. This results in a direct saving of Rs 2,500 per application for vehicle owners.
The fitness certificate is a mandatory requirement for commercial vehicles to prove that they are roadworthy and safe to operate. It must be renewed periodically, and the process includes vehicle inspection along with the payment of the prescribed fee.
The move is expected to benefit a wide range of stakeholders, including truck operators, bus operators, goods carriers, and other transport vehicle owners.
For small truck owners and individual transporters already dealing with rising expenses such as fuel, maintenance, road tax, and insurance, this reduction offers meaningful financial relief. A saving of Rs 2,500 per application can help ease operational costs.
Fleet operators, who manage multiple vehicles, stand to gain even more as the savings multiply with each vehicle requiring certification.
The decision follows public consultations conducted on January 30 regarding the proposed amendment. After considering feedback, the government implemented the revised fee structure to reduce the financial burden on the transport sector.
Officials have also clarified that those who recently paid the higher fee before the amendment came into effect can approach their respective Regional Transport Office (RTO) for guidance on possible refunds.
Road transport plays a crucial role in India’s economy, contributing around 3.5% to 4.8% of the country’s GDP. It handles over 85% of passenger traffic and nearly 70% of freight movement. Additionally, it accounts for about 78% of the total Gross Value Added (GVA) within the transport sector.
With millions of truck and bus operators, many of them small businesses and individual owners, actively moving goods and passengers daily, reducing regulatory costs can have a wider positive impact.
Lower operational expenses in the transport sector can help reduce freight costs, which may eventually lead to stable or lower prices for consumers.
