The Haryana Government has announced a major subsidy scheme to encourage agricultural mechanization and reduce stubble burning across the state. Under the Rashtriya Krishi Vikas Yojana (RKVY) 2026-27, the Department of Agriculture and Farmers Welfare will provide up to 50% subsidy on 13 modern crop residue management machines.
Eligible farmers can submit their online applications until August 3, 2026. The initiative aims to help farmers adopt modern farming equipment, lower cultivation costs, improve crop residue management, and protect the environment by reducing stubble burning.
The subsidy will be available on a wide range of agricultural equipment used for scientific crop residue management. These machines help farmers manage crop waste efficiently without burning stubble, improving soil health while reducing air pollution.
The subsidy covers the following agricultural equipment:
Super SMS
Happy Seeder
Super Seeder
Straw Chopper
Straw Shredder
Mulcher
Reversible MB Plough
Zero Till Seed Drill
Straw Baler
Straw Rake
Crop Reaper
Tractor-Mounted Loader
Tractor-Operated Tender Machine
The government expects wider adoption of these machines to significantly reduce crop residue burning while promoting sustainable farming practices.
The Agriculture Department has also introduced an additional benefit for farmers opting for a Straw Baler.
Normally, individual farmers are eligible to receive subsidy on only one primary agricultural implement. However, farmers selected for a baler can also receive subsidy simultaneously on any one of the following supporting machines:
Rake
Straw Rake
Shredder Master/Rotary Slasher
This provision is expected to improve complete crop residue collection and management in the fields.
Farmers wishing to avail the subsidy must fulfill the eligibility conditions prescribed by the department.
Applicants must:
Be registered on the Meri Fasal Mera Byora portal.
Own the required agricultural machinery or tractor wherever applicable.
Submit all mandatory documents during the application process.
Provide an affidavit confirming they will not burn crop residue.
Declare that neither they nor any family member has received government subsidy on the same agricultural equipment during the last three years.
Farmers must keep the following documents ready while applying online:
Family Identification Card (PPP)
Aadhaar Card or any valid identity proof
PAN Card
Bank Passbook
Valid Tractor Registration Certificate (RC)
Scheduled Caste Certificate (for SC applicants)
Affidavit regarding non-burning of stubble and previous subsidy declaration
Incomplete applications or missing documents may lead to rejection during verification.
The Haryana Agriculture Department has made the entire application process online to ensure transparency and quicker processing.
The process includes:
Submit the online application before August 3, 2026.
After selection, visit the office of the Assistant Agricultural Engineer in the respective district for document verification.
Once verification is completed, the department will issue an online permit.
Purchase the approved agricultural machine only from an authorized manufacturer or dealer approved by the department.
Upload the purchase bill, e-way bill, and GPS location of the machine on the departmental portal by September 7, 2026.
The subsidy amount will be released only after all required documents are uploaded and verified within the prescribed timeline.
The scheme also includes provisions for agricultural machinery manufacturers.
Manufacturers can register themselves online through the departmental portal to supply eligible machines under the scheme. However, manufacturers whose registrations were already approved during 2025-26 and whose equipment test reports are still valid will not be required to apply again.
This decision is expected to speed up implementation of the scheme and ensure timely availability of agricultural machinery for farmers.
The Agriculture Department has advised farmers not to wait until the last date for submitting applications.
Applying early will help avoid delays in document verification, permit issuance, and machine purchase. Farmers are also advised to submit applications only through the authorized departmental portal to ensure smooth processing and timely release of subsidy.
Through this subsidy programme, the Haryana Government aims to encourage the adoption of modern agricultural machinery that improves crop residue management while reducing dependence on stubble burning.
Besides lowering machinery costs for farmers through financial assistance of up to 50%, the initiative is expected to improve farm productivity, promote sustainable agriculture, and contribute to environmental conservation by reducing air pollution caused by crop residue burning.
