Paddy MSP raised by ₹69 per quintal.
New MSP: ₹2,369 (common), ₹2,389 (Grade-A).
Procurement from Oct 1 to Feb 28 in UP.
3,300 centers to procure 60 lakh MT paddy.
Farmers to get payment within 48 hours.
The Uttar Pradesh government has approved the paddy procurement policy for the Kharif marketing year 2025-26 and increased the Minimum Support Price (MSP) for paddy. This step will bring major relief to farmers, ensuring fair prices and timely payments.
The government has increased the MSP of paddy by 3%. The new MSP for common paddy is set at ₹2,369 per quintal, while the MSP for Grade-A paddy is ₹2,389 per quintal. This is ₹69 per quintal higher than last year, which is expected to provide better returns to farmers.
In Western Uttar Pradesh, procurement will take place from October 1, 2025, to January 31, 2026.
In Eastern Uttar Pradesh, procurement will be from November 1, 2025, to February 28, 2026.
Procurement centers will remain open daily from 9 a.m. to 5 p.m., except on Sundays and gazetted holidays. District magistrates can change the timings if required.
Paddy procurement will be carried out by six agencies:
Marketing branch of the Food Department
Uttar Pradesh Cooperative Federation Limited (PCF)
Uttar Pradesh Cooperative Union Limited (PCU)
Uttar Pradesh Consumer Cooperative Federation (UPSS)
Uttar Pradesh State Agricultural Produce Market Council
Food Corporation of India (FCI)
A target of 60 lakh metric tonnes of paddy has been set for procurement at 3,300 centers across the state. To help farmers, all centers will have moisture-measuring devices and electronic counters. This year, apart from common and Grade-A, hybrid paddy will also be procured.
Farmers will be paid directly into their bank accounts within 48 hours of procurement through the PFMS portal of the Government of India. The purchase will be done on the basis of computerized verified land records and Aadhaar. Revenue records will be used to verify the area sown. Contractors for handling and transport will be selected through e-tendering.
The government has also announced incentives for paddy millers.
₹35 per quintal incentive will be given for rice delivery to depots within 15 days.
₹30 per quintal incentive will be given for rice delivery within 25 days.
This will encourage timely milling and ensure a smooth supply of rice.
Farmers who want to sell their paddy at MSP will have to register online at www.fsc.up.gov.in. Paddy procurement at centers will be done only for registered farmers through biometric authentication using electronic point of purchase (e-POP) machines. This step ensures a transparent and fair procurement system.

The Uttar Pradesh government’s new paddy procurement policy and the 3% MSP hike will provide much-needed relief to farmers. With fair prices, quick payments, and improved procurement facilities, this step will boost farmers income and protect their interests. The inclusion of hybrid paddy and incentives for millers will further strengthen rice production and food security. Farmers are advised to complete online registration on time to benefit fully from this policy.
