The Uttar Pradesh government has made registration mandatory for all farmers involved in producing and selling seed sugarcane in the state. This step has been taken to protect sugarcane farmers, ensure the availability of quality sugarcane seed, and stop the sale of fake and substandard seeds. The decision was confirmed by Veena Kumari, Additional Chief Secretary, Sugar Industry and Sugarcane Development.

The government believes that a proper registration system will help maintain the purity of sugarcane varieties, improve crop production, and increase farmers income.

Application Process Through Sugarcane Development Council

Farmers who want to produce and sell seed sugarcane must apply to their nearest Sugarcane Development Council. After receiving the application, the Sugarcane Development Inspector will inspect the concerned field within the fixed time limit. Once the inspection report is approved by the Deputy Sugarcane Commissioner, the final registration will be completed at the level of the Sugarcane Commissioner.

Mandatory Details Required in the Application

To ensure transparency, farmers must provide complete information in the application form. This includes total cultivable land, area under sugarcane, sugarcane variety to be grown, number of seedlings produced, and the source of seed used for seed production. These details will help the department maintain accurate records of seed sugarcane production.

Self-Declaration Is Compulsory

Along with the application, farmers must submit a self-declaration stating that the Sugarcane Development Department has full authority to take action under the Seeds Act, 1966 if any complaint is found valid. Only registered farmers will be allowed to cultivate and sell approved sugarcane seed varieties in Uttar Pradesh.

Penalty for Violating the Seeds Act, 1966

The state government has clearly warned that violations of the Seeds Act, 1966, will invite strict punishment. Offenders can face a fine of ₹1,000 and imprisonment of up to six months. All sugarcane seed producers must follow the legal rules during seed production and sale.

Strict Control on Seeds from Other States and Countries

The government has also tightened rules for sugarcane varieties brought from other states or imported from abroad. Quarantine rules will apply, and seed production or sale will not be allowed without prior permission from the Sugarcane Commissioner. Only farmers registered with the Uttar Pradesh Sugarcane Research Council, Shahjahanpur, can sell seed sugarcane or seedlings, and prices will be fixed by the Sugarcane Commissioner.

Mandatory Information Boards in Fields

Registered seed sugarcane farmers must install a 4×2-foot information board in their fields. The board must mention the sugarcane variety, sowing date, seed source, and other key details. This step will ensure transparency and easy identification of genuine seed crops.

Over 2,200 Fake Seed Producers Removed

During verification, the department found that out of 2,823 registered seed sugarcane producers, only 593 were genuine. As a result, registrations of 2,230 fake seed producers were cancelled. This move was aimed at maintaining genetic purity, controlling diseases and pests, and regulating the seed sugarcane market.

Decision Taken in Farmers Long-Term Interest

According to the government, these strict rules will ensure the supply of pure and certified sugarcane seeds, leading to better yields and higher income for farmers. The guidelines will be strictly enforced, and any negligence will attract serious action. The state has made it clear that this decision is focused on the long-term welfare of Uttar Pradesh’s sugarcane farmers.
