The Maharashtra government has expanded the scope of its farm loan waiver program and announced relief for around 5 lakh farmers who were left out of previous loan waiver schemes implemented between 2017 and 2019. The decision has been taken under the Punyashlok Ahilya Devi Holkar Shetkari Karjmukti Yojana 2026, aiming to ensure that eligible farmers who missed benefits earlier can now receive assistance.
The move comes amid criticism from opposition parties and growing demands from farmer organizations. With this expansion, the state government says the scheme will now reach nearly 58 lakh farmers across Maharashtra.
According to government sources, many farmers who were eligible for loan waiver benefits between 2017 and 2019 could not receive assistance due to technical issues and other administrative reasons. To address this gap, the Maharashtra government has approved their inclusion in the current loan waiver scheme.
Officials believe this decision will help ensure that no eligible farmer is left out of government support programs.
Media reports suggest that the state government has earmarked around ₹14,000 crore to cover the newly included farmers.
A cabinet minister reportedly stated that these farmers were entitled to benefits under earlier schemes but could not avail them because of various complications. By bringing them under the Punyashlok Ahilya Devi Holkar Shetkari Karjmukti Yojana 2026, the government aims to provide long-awaited relief to these families.
The Maharashtra government estimates that approximately 58 lakh farmers will receive benefits under the expanded scheme.
The state has around 65 lakh crop loan account holders, out of which nearly 58 lakh are considered eligible for loan waiver assistance. The overall financial burden of the scheme is expected to be around ₹36,585 crore on the state exchequer.
The government says the initiative is necessary to strengthen the agricultural sector, reduce financial stress on farmers, and improve rural economic conditions.
Under the scheme, eligible farmers will receive a waiver on crop loans of up to ₹2 lakh.
In addition, farmers who have regularly repaid their crop loans on time will be provided financial assistance of ₹50,000 as an incentive for maintaining repayment discipline.
The government believes that this dual approach will provide relief to distressed farmers while also recognizing responsible borrowers.
However, the loan waiver model has faced criticism from farmer organizations, particularly onion growers.
The Onion Farmers Association has argued that farmers who defaulted on loans are receiving benefits of up to ₹2 lakh, while those who repaid loans regularly are being given only ₹50,000. According to the organization, this creates an imbalance and may discourage timely loan repayment in the future.
The association has demanded that farmers with a good repayment record should receive at least ₹2.5 lakh in assistance to reward honest borrowers and encourage financial discipline among farmers.
The expansion of the loan waiver scheme has also triggered political debate in Maharashtra.
Opposition parties have alleged that the government has imposed strict eligibility conditions that could prevent many deserving farmers from receiving benefits. They argue that the conditions may reduce the actual reach of the scheme.
Maharashtra Congress President Harsh Vardhan Sapkal accused the government of failing to fulfill promises made before the 2024 Assembly elections. According to him, voters were promised an unconditional loan waiver, but several conditions have now been added.
The opposition has demanded that the government relax these requirements to ensure that all eligible farmers can benefit from the scheme.
The expansion of the loan waiver program has revived discussions about the effectiveness and fairness of agricultural support policies in Maharashtra.
While the state government maintains that the scheme is essential to reduce agrarian distress and support struggling farmers, opposition leaders and farmer groups continue to raise concerns about its implementation and equity.
Questions are being asked about whether the current model provides equal support to all categories of farmers, especially those who have consistently repaid their loans on time.
