Haryana farmers are set to get faster access to subsidies on agricultural machinery used for crop residue management. The state government has directed officials to speed up physical verification of machines after purchase so that the subsidy can be transferred directly to eligible farmers through Direct Benefit Transfer (DBT).
The decision was taken during a high-level review meeting of the Agriculture Department at its Chandigarh office. Agriculture and Farmers Welfare Minister Shyam Singh Rana reviewed preparations for the upcoming Rabi season, including the availability of seeds, fertilizers and agricultural machinery, along with measures to control stubble burning.
Senior officials, including Agriculture Department Director Rajnarayan Kaushik, Additional Director Dr. Rampratap Sihag and Dr. Pradeep Meel, attended the meeting.
During the review of the Crop Residue Management Scheme, being implemented under the National Agricultural Development Scheme, the Agriculture Minister instructed officials to complete the physical verification of agricultural machinery immediately after farmers purchase it.

Super Seeder
Baling Machine
Happy Seeder
Shrub Master
Zero Till Seed-cum-Fertilizer Drill
Once the purchased machinery is physically verified and the farmer is found eligible, the subsidy will be transferred directly to the farmer's bank account through DBT.
The government aims to reduce unnecessary delays in subsidy payments and make the process more transparent. Faster disbursement will also help farmers use crop residue management machinery at the right time and reduce dependence on stubble burning.
The Haryana government is also continuing efforts to educate farmers about the harmful effects of stubble burning. Officials have been instructed to increase awareness about modern crop residue management methods and explain how agricultural machinery can be used to manage leftover crop residue effectively.
The quicker subsidy process is expected to make it easier for eligible farmers to access these machines and adopt better residue management practices.
The Agriculture Department also reviewed preparations for wheat sowing during the upcoming Rabi season.
According to officials, Haryana's wheat seed requirement is estimated at around 17 to 18 lakh quintals. Against this requirement, around 40.64 lakh quintals of raw seed are currently available in the state.
The processing and certification of wheat seeds is being carried out rapidly and is expected to be completed by September. This is aimed at ensuring that farmers have access to certified, high-quality wheat seeds when sowing begins in October.
The government is also preparing to ensure the timely availability of high-quality gram and lentil seeds as part of efforts to support crop diversification and improve farmers' income.
Adequate fertilizer availability was another key issue discussed during the meeting. The Agriculture Minister instructed officials to maintain sufficient stocks of urea, DAP, NPK and SSP.
The objective is to ensure that farmers can get fertilizers when they need them during sowing and crop growth. Adequate availability is particularly important during the Rabi season, when delays in fertilizer supply can affect farming operations.
Haryana's fertilizer distribution system has been linked with the Meri Fasal Mera Byora portal. According to the government, the system has improved fertilizer distribution and helped ensure that farmers receive fertilizers more efficiently and on time.
Officials also reported that the system has contributed to savings of approximately ₹863 crore for the central government in fertilizer subsidies.
The Agriculture Minister directed officials to ensure that farmers receive the benefits of seed, fertilizer and agricultural machinery schemes without unnecessary delays during the Rabi season.
The latest instructions are aimed at making agricultural support schemes more accessible and efficient. For farmers purchasing eligible crop residue management machinery, physical verification will be carried out soon after purchase. Once the verification is successfully completed, the applicable subsidy will be transferred to the farmer's bank account through DBT.
At the same time, the government is preparing for the Rabi season by focusing on adequate supplies of certified seeds and fertilizers. These measures are intended to help farmers begin sowing on time while supporting better crop residue management.
Haryana's decision to speed up machinery verification and subsidy payments could provide timely financial support to farmers preparing for the Rabi season. Direct DBT payments are expected to make subsidy disbursement more transparent and reduce waiting time. Along with machinery support, the government's focus on certified seeds, fertilizer availability and stubble management aims to make the upcoming farming season smoother and more efficient for farmers.
