In an effort to encourage urban residents to grow fresh fruits, vegetables, and flowers at home, the Bihar government has introduced the Chhat Par Bagwani Yojana (Rooftop Gardening Scheme) for the year 2024-25. This scheme aims to support urban gardening in response to the rising demand for fresh produce and the shrinking availability of cultivable land in rural areas.

What is the Scheme About?

Under the Rooftop Gardening Scheme, the Bihar government is offering 75% subsidies to individuals and households who wish to grow horticultural crops such as fruits, vegetables, and medicinal plants in their homes. The scheme is available in selected urban areas of Patna Sadar, Danapur, Khagaul, Phulwari, Gaya, Bhagalpur, and Muzaffarpur.

Residents of these cities can grow crops on their rooftops, balconies, or in pots, making it easier for urban dwellers to enjoy fresh and healthy produce at home.

Two Options for Rooftop Gardening

The scheme is divided into two categories:

  1. Pot Scheme: Suitable for growing plants in pots.
  2. Farming Bed Scheme: Designed for larger setups using farming beds (30 square feet).

How Much is the Subsidy?

  • Pot Scheme: The government will provide a 75% subsidy on a unit cost of ₹8,975. Beneficiaries will pay only ₹2,243.75.
  • Farming Bed Scheme: A 75% subsidy on a unit cost of ₹48,574 means beneficiaries need to pay ₹12,143.50.

Individuals living in apartments or houses with at least 300 square feet of rooftop space are eligible. Under the Farming Bed Scheme, homeowners can avail benefits for two units, while apartment residents and institutions can apply for up to five units. However, the Pot Scheme is limited to five units per applicant and unavailable to institutions.

Plants Covered Under the Scheme

Subsidies are available for a variety of plants, including:

  • Vegetables: Brinjal, chilli, cabbage, radish, pumpkin, leafy greens, and more.
  • Fruits: Guava, mango, pomegranate, papaya, and figs.
  • Indoor Plants: Areca palm, money plant, snake plant, and more.
  • Medicinal Plants: Tulsi, aloe vera, ashwagandha, curry leaves, lemon grass, and mint.

Who Can Apply?

The scheme is open to residents of urban areas in the selected cities. Priority is being given to women (30% reservation) and specific caste categories (78.60% general caste, 20% Scheduled Caste, and 1.40% Scheduled Tribe).

How to Apply?

To apply, visit the Horticulture Directorate’s official website: horticulture.bihar.gov.in.

  1. Click on the "Rooftop Gardening Scheme" under the scheme section.
  2. Fill out the online application form for the 2024-25 program.

This initiative offers a great opportunity for urban residents to not only reduce their grocery bills but also enjoy home-grown, pesticide-free produce while contributing to a greener environment.
