The government has taken significant steps to increase the ease of doing business and boost agricultural growth. Tractor makers can now join the subsidy scheme, thanks to new guidelines. Manufacturers must present CMVR (Central Motor Vehicles Rules) or Conformity of Production (COP) certificates to be eligible.
Manufacturers have to provide a self-declaration certifying that their proposed tractor model meets the benchmark standards set by the Department of Agriculture & Farmers' Welfare.
Manufacturers must submit their tractor models for testing as part of this project, and the test report must be provided to the Department of Agriculture & Farmers' Welfare within six months. Furthermore, manufacturers must provide a minimum three-year warranty for tractors purchased through the subsidy program.
Tractors play a pivotal role in Indian agriculture, serving as the backbone of the sector. However, over the years, the complex and often ambiguous testing guidelines have become a major source of frustration for both tractor manufacturers and farmers.
These guidelines, which were established to ensure the safety and performance of tractors, were often seen as cumbersome and time-consuming, impeding the efficient production and distribution of these essential farm vehicles.

The updated process for the four compulsory tests is outlined as follows:

When the test is performed at the manufacturer's facilities, the test data will be incorporated into reports from CFMTTI Budni or the authorized institution of choice. This procedure recognizes the manufacturer's duty for self-certifying the performance results.
PTO and Hydraulic Performance Test- Manufacturers can conduct this test at their facilities and then send the test results to CFMTTI Budni. They can also provide data to any other authorized institution of their choice. This information will be included in the test reports, along with the manufacturer's self-certification of compliance with appropriate BIS (Bureau of Indian Standards) Codes. Manufacturers can also conduct the test at CFMTTI Budni or other authorized institutes with appropriate infrastructure.
Brake Performance- This test will be performed in accordance with CMVR specifications. Tests performed under CMVR at recognized institutions will not need to be repeated at CFMTTI Budni or other Government-sanctioned facilities because current data will be incorporated into the test reports.
The detailed rules also explain the testing technique that will be used at CFMTTI Budni. The government's foresight is expected to streamline manufacturing procedures, boost quality standards compliance, and establish a more favourable atmosphere for the tractor industry.
