Haryana Offers Cheap Electricity to Fish Farmers, Plans ₹100 Crore Fish Markets

Key Highlights

  • Fish and shrimp farmers on agricultural feeders can get electricity at 10 paise per unit.

  • Electricity rates for eligible non-agricultural feeder users have been reduced from ₹6.60 to ₹4.75 per unit.

  • Two modern fish markets will be developed in Hisar and Faridabad for ₹100 crore.

  • Three soil and water testing laboratories worth ₹6.04 crore are expected to become operational by March 2027.

  • Haryana is investing ₹50 crore in a Karnal fish processing unit and ₹20.48 crore in renovating two fish seed farms.

Haryana is taking several steps to promote fisheries and shrimp farming, reduce production costs and increase farmers income. The state government is providing electricity at subsidised rates and investing in modern fish markets, soil and water testing laboratories, processing facilities and fish seed farms to strengthen the fisheries sector.

Under these initiatives, fish and shrimp farmers connected to agricultural feeders can get electricity at just 10 paise per unit. For farmers using non-agricultural feeders, the electricity tariff has been reduced from ₹6.60 to ₹4.75 per unit under the Farmer Producer Organisation (FPO)/Agricultural Industry category. The approved power load limit under this category has also been increased from 20 kW to 40 kW.

The government is also planning to build two modern fish markets in Hisar and Faridabad at a combined cost of ₹100 crore. These measures aim to improve fish farming, strengthen market access and provide better infrastructure for farmers across Haryana.

Haryana Agriculture, Farmers Welfare and Fisheries Minister Shyam Singh Rana shared these details after a high-level review meeting with Fisheries Department officials. The meeting was attended by Principal Secretary Rajiv Ranjan, Director Pawan Kumar and other senior officials.

The minister said the initiatives are being implemented as part of the state government's budget announcements for the financial year 2026-27, with a focus on reducing farmers expenses and improving facilities across the fisheries value chain.

Haryana Provides Subsidised Electricity for Fish and Shrimp Farming

Electricity is an important expense in fish and shrimp farming, particularly for operating pumps and maintaining the water supply in ponds. To reduce this financial burden, the Haryana government has introduced relief for farmers under different electricity tariff categories.

Farmers connected to agricultural feeders are being provided electricity at a subsidised rate of just 10 paise per unit for fish and shrimp farming. This is expected to lower operating costs and make aquaculture more affordable.

For fish farmers connected to non-agricultural feeders, the electricity tariff under the FPO/Agricultural Industry category has been reduced from ₹6.60 per unit to ₹4.75 per unit. In addition, the approved power load limit has been doubled from 20 kW to 40 kW.

The higher load limit will particularly benefit farmers operating larger fish ponds and shrimp farms that require more electricity to support their farming activities.

Three New Soil and Water Testing Laboratories to Be Built for ₹6.04 Crore

To improve technical support for fish farmers, Haryana will establish three new soil and water testing laboratories in Yamunanagar, Rohtak and Faridabad. Chief Minister Nayab Singh Saini has approved the facilities at a total cost of ₹6.04 crore.

The laboratories are expected to become fully operational by March 2027. They will help farmers test the quality of soil and water in their ponds before and during fish farming.

Soil and water quality play an important role in fish and shrimp growth. Regular testing can help farmers understand whether pond conditions are suitable for aquaculture and make better decisions about production.

The new facilities are expected to improve access to technical testing services and help farmers manage their fish farming activities more effectively.

₹100 Crore Investment in Modern Fish Markets in Hisar and Faridabad

The state government is also working to improve the marketing infrastructure for fish and shrimp products. Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), two modern fish markets are planned in Hisar and Faridabad at a combined cost of ₹100 crore.

Detailed Project Reports (DPRs) for the proposed markets are currently being prepared.

The new markets are expected to provide better infrastructure for selling fish and other fisheries products. Improved marketing facilities can help make the sale of fish products more organised and strengthen farmers access to buyers and markets.

The investment is part of the government's broader effort to support fish farmers beyond production by improving the facilities available for selling their produce.

Modern Fish Processing Unit Worth ₹50 Crore in Karnal

Haryana is also investing in fish processing infrastructure to improve the handling and marketing of fisheries products.

A modern fish processing unit is being established in Karnal at an estimated cost of ₹50 crore. The project is targeted for completion by December 2028.

The processing facility is expected to strengthen the state's capacity to handle fish products and prepare them for the market. Better processing infrastructure can support more organised operations after harvesting and improve the readiness of fish products for sale.

₹20.48 Crore for Renovation of Government Fish Seed Farms

Along with electricity relief and market development, the Haryana government is working to improve the supply of quality fish seed to farmers.

Government fish seed farms located at Jyotisar in Kurukshetra and Sampla in Rohtak are being renovated and strengthened. A total of ₹20.48 crore is being spent on these projects.

The main objective is to improve the infrastructure used for producing and supplying high-quality fish seed. Access to quality fish seed is important for successful fish farming, as it supports better production planning and the development of healthy fish stocks.

Haryana Aims to Strengthen the Fisheries Sector

Haryana's initiatives cover several important stages of fish and shrimp farming, from reducing electricity expenses and testing pond conditions to supplying fish seed, processing products and improving market access.

The subsidised electricity rates are expected to provide immediate relief to eligible farmers, while the new laboratories, fish markets, processing unit and renovated fish seed farms will strengthen the sector's infrastructure over the coming years.

Together, these measures aim to make fisheries and shrimp farming more cost-effective, improve production facilities and create a more organised system for marketing fish products across Haryana.

CMV360 Says

Haryana's new fisheries initiatives aim to reduce farming costs and improve facilities for fish and shrimp producers. Subsidised electricity, modern testing laboratories, better fish markets, processing infrastructure and upgraded fish seed farms will support different stages of aquaculture. With major projects planned across several districts, the state government aims to improve production, strengthen market access and help farmers increase their income through a more organised and efficient fisheries sector.
