The Haryana government has approved the procurement of paddy produced beyond the prescribed yield limit for the Kharif Marketing Season 2026-27. The decision is expected to provide relief to farmers whose actual paddy production has exceeded the district-wise limits set for government procurement.
Under the new arrangement, farmers will be allowed to sell their excess paddy at the Minimum Support Price (MSP) after the additional yield is verified by the concerned officials. The government has directed Deputy Commissioners (DCs) across all districts to verify farmers actual production and ensure the procurement of eligible surplus paddy.
The decision comes after farmers raised concerns that the existing procurement limits were preventing them from selling their entire eligible harvest at government procurement centres.
Haryana Government Allows Procurement of Excess Paddy at MSP
For the Kharif Marketing Season 2026-27, Haryana fixed district-wise paddy yield limits based on the average yield recorded over the previous three years. However, farmers reported that favourable weather conditions during the current season had increased their production beyond these limits.
As a result, some farmers faced difficulties selling their entire crop through government procurement centres, even when their actual harvest was higher than the prescribed limit.
After considering these concerns, the Haryana Agriculture and Farmers Welfare Department clarified the procedure for procuring additional paddy. Under the revised arrangement, farmers whose excess production is verified will be allowed to sell the additional eligible quantity at MSP.
The government has instructed district administrations to check the actual yield and ensure that genuine farmers receive the benefit of the decision.
Farmers Must Apply for Verification Within the Prescribed Process
Farmers who have produced paddy beyond the prescribed limit must submit a written application to the Secretary of the Haryana State Agricultural Marketing Board.
After receiving the application, the Secretary will forward the case to the concerned revenue officials or the Agriculture Department for verification of the farmer's actual yield.
During the verification process, officials will examine the farmer's previous production and sales records, wherever available. The purpose is to establish whether the actual paddy harvest exceeds the prescribed limit.
According to the Agriculture Department's directions, the concerned officials must complete the verification within 48 hours of receiving the application.
If the investigation confirms that the farmer has produced more paddy than the prescribed limit, the government will procure the eligible excess quantity at MSP.
This process is intended to help farmers sell their genuine surplus production while ensuring that procurement benefits reach eligible farmers.
BKU Chadhuni Raises Concerns Over Paddy Procurement Rules
Despite the government's decision, the Bharatiya Kisan Union (Chadhuni) has raised concerns about the existing paddy procurement system and the procedure for verifying additional production.
According to a Hindustan Times report, BKU Chadhuni president Gurnam Singh Chadhuni wrote to the Director of the Agriculture Department, highlighting the difficulties farmers are facing in selling paddy at MSP.
Chadhuni questioned the decision to calculate procurement limits using average yields from the previous three years. He argued that unfavourable weather conditions and excessive rainfall during recent harvests had affected crop production in earlier seasons.
He also pointed out that records of these crop losses are available on the e-compensation portal.
According to the farmers union, favourable weather conditions during the current Kharif season have resulted in higher paddy production. However, the existing yield limits and the verification procedure have created difficulties for farmers whose actual harvest exceeds the prescribed quantity.
To address these concerns, Chadhuni demanded a 10% relaxation in paddy procurement limits and a simpler process for purchasing surplus produce. The union's demand highlights the need to balance procurement controls with the actual production conditions experienced by farmers during each agricultural season.
MFMB Portal Records Corrected After Physical Verification
The government has also undertaken physical verification of farmers registered on the Meri Fasal Mera Byora (MFMB) portal to improve the accuracy of crop records.
According to the Hindustan Times report, a senior Agriculture Department official, speaking on condition of anonymity, said the verification identified thousands of acres registered for Parmal paddy that were actually being used for Basmati cultivation.
These incorrect entries were removed from the relevant records following the investigation. Correcting the crop details is expected to help the government manage procurement more effectively and ensure that the registered crop information matches the actual cultivation on the ground.
After these corrections, the government will be able to procure farmers entire eligible produce within the procurement allocation of 5.9 million metric tonnes set by the Food Corporation of India (FCI). The correction of MFMB records and the verification of excess production are intended to improve the accuracy of procurement and reduce discrepancies in registered crop areas.
What Haryana Farmers Need to Know
The Haryana government's decision offers relief to farmers whose paddy production exceeds the prescribed yield limits for the 2026-27 Kharif Marketing Season. However, the purchase of additional paddy will not be automatic. Farmers must apply through the prescribed procedure, after which the concerned officials will verify their actual yield. Previous production and sales records may also be examined as part of the process.
If the excess production is confirmed, the eligible additional quantity will be purchased at MSP. Officials are required to complete the verification within 48 hours, according to the Agriculture Department's directions. The decision could help farmers sell more of their harvest through government procurement centres, while the correction of MFMB records is expected to support procurement within the FCI's allocated quantity.
