The Delhi Government has approved the Parivartan Scheme to encourage the replacement of old commercial vehicles with cleaner BS-VI and electric vehicles (EVs) across the Delhi-NCR region. The initiative aims to reduce transport-related air pollution, modernise the commercial vehicle fleet, and support truck and bus owners through attractive financial incentives.

The scheme is expected to benefit around 2.07 lakh commercial vehicle owners by offering tax exemptions, financial assistance, and other incentives for replacing older polluting vehicles.

Major Benefits for Truck and Bus Owners

Introduced under the Centre's Parivartan (Programme for Accelerated Renewal and Incentivisation of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) scheme, eligible owners who replace their BS-IV or older commercial vehicles with new approved vehicles can avail several benefits.

These include:

• 100% exemption from motor vehicle tax and registration fees for 10 years

• 5% interest subvention on vehicle financing

• 8% discount from vehicle manufacturers (OEMs)

• Fuel vouchers or a one-time financial benefit, depending on the vehicle category

The scheme will be applicable across Delhi-NCR, while the incentives will be provided by the state in which the vehicle is registered.

Electric LGVs and Cleaner Bus Replacements

The Parivartan Scheme covers:

• Light Goods Vehicles (LGVs)

• Medium Goods Vehicles (MGVs)

• Heavy Goods Vehicles (HGVs)

• Buses

However, there are specific conditions for replacements. New Light Goods Vehicles purchased under the scheme must be electric, while old buses can only be replaced with BS-VI CNG buses or electric buses.

The scheme also benefits buyers of eligible used BS-VI or electric commercial vehicles. They will receive a 50% exemption on motor vehicle tax for 10 years, along with interest support and fuel-related incentives.

Relief from Pending Road Tax and Penalties

Another important feature of the scheme is relief from pending road tax and fitness penalties that are more than one year old.

Additionally, owners of eligible BS-IV commercial vehicles are not always required to scrap their vehicles. They can also sell them in non-NCAP cities outside the National Capital Region, provided they meet the scheme's conditions.

Fully Digital Application Process

To make the process easy and transparent, the entire scheme will be managed through a dedicated digital portal developed by the Ministry of Road Transport and Highways (MoRTH). The online system is expected to simplify applications and speed up approvals for vehicle owners.

Delhi Chief Minister Rekha Gupta described the Parivartan Scheme as a major step towards cleaner transportation in the Capital.

She said the scheme will play a key role in replacing old, highly polluting trucks and buses across Delhi-NCR with BS-VI and electric vehicles, helping strengthen Delhi's clean transport system while modernising the commercial vehicle fleet.

According to the Chief Minister, the initiative is expected to benefit nearly 2.07 lakh truck and bus owners and significantly reduce air pollution by replacing a large number of ageing commercial vehicles with cleaner alternatives.

She also said the scheme will further support the objectives of the Delhi EV Policy 2026, accelerate the transition to cleaner commercial transport, and contribute to a substantial reduction in vehicular emissions across the region.
