Tamil Nadu’s agriculture politics is entering a major transition ahead of the 2026 Assembly elections. While the ruling M. K. Stalin-led government focused on irrigation projects, subsidies, mechanization and welfare support, Vijay’s Tamilaga Vettri Kazhagam (TVK) is promising direct economic relief for farmers through crop loan waivers, higher Minimum Support Prices (MSP) and support for tenant farmers.
The debate has now shifted from improving agricultural systems to directly increasing farmer income. As political competition grows, Tamil Nadu farmers could become the biggest focus of election promises in the state.
Since coming to power, the Dravida Munnetra Kazhagam (DMK) government has concentrated on strengthening agriculture through welfare schemes and infrastructure development. One of its biggest decisions was introducing Tamil Nadu’s first separate agriculture budget.
The government increased spending on irrigation projects, continued free electricity for agricultural pump sets and promoted farm mechanization and digital agriculture. It also expanded crop insurance coverage, agro-processing projects and modernization schemes across the state.
The DMK’s approach mainly focused on stabilizing agriculture through administrative reforms and welfare support while continuing with the existing procurement and MSP system. The overall aim was to improve farming conditions instead of making drastic changes to farmer income structures.
TVK is taking a much more aggressive financial approach toward agriculture. The party has proposed complete crop loan waivers for farmers owning less than five acres of land and a 50% waiver for larger farmers.
The party has also promised higher MSPs, including ₹3,500 for paddy and ₹4,500 for sugarcane. These promises directly target one of the biggest concerns among farmers, rising cultivation costs and low profits.
Unlike the current system, where support mainly comes through subsidies and welfare schemes, TVK is promising direct economic relief that could immediately increase farmer income levels.
TVK’s crop loan waiver proposal could become one of the most expensive agriculture schemes in Tamil Nadu’s history.
Crop loans in the state already run into tens of thousands of crores through cooperative banks and other financial institutions. If implemented fully, the waiver plan could create a huge financial burden on the state treasury.
Economists often warn that repeated loan waivers may weaken repayment culture and affect banking systems. However, such schemes remain politically popular because they provide immediate relief to farmers struggling with debt, rising input costs and climate-related crop losses.
For small and marginal farmers, these promises may appear highly attractive ahead of the elections.
TVK’s MSP promises for paddy and sugarcane could significantly change Tamil Nadu’s procurement politics.
If farmers actually receive ₹3,500 per unit for paddy and ₹4,500 for sugarcane, agricultural income in several farming districts could increase sharply. However, implementing such high MSPs would require the government to spend several thousand crores every year.
The state would also need stronger procurement systems, better storage infrastructure and efficient market management to handle large-scale purchasing operations.
The success of these promises would depend heavily on how effectively the state manages procurement and funding.
One of TVK’s most important proposals is the introduction of a Cultivator Rights Card for tenant farmers and agricultural labourers.
This could become a major structural reform in Tamil Nadu agriculture because many cultivators who actually farm the land do not officially own it. Due to this, they often fail to access crop loans, insurance schemes and government welfare benefits.
If such a system is implemented successfully, thousands of excluded farmers could become part of the formal support network. Experts believe this reform may create a larger long-term impact than loan waivers alone.
Despite major political differences, both DMK and TVK agree that Tamil Nadu agriculture needs modernization.
The DMK government has already promoted mechanization, precision farming and digital agriculture services. TVK is also supporting technology-driven farming, direct market linkages and reduction of post-harvest losses.
This shows that major political parties now recognize that traditional farming methods alone may not solve current agricultural challenges. Labour shortages, shrinking landholdings and climate change are forcing governments to adopt technology-based farming solutions.
Even though modernization is receiving attention, sustainable farming remains largely missing from the political discussion.
Tamil Nadu agriculture continues to face serious problems such as groundwater depletion, soil degradation and excessive dependence on chemical fertilizers. While political parties are discussing modernization and financial support, there is still no clear roadmap for natural farming or climate-resilient agriculture.
Experts believe sustainable farming policies could become one of the biggest future challenges for whichever party forms the next government.
The biggest question surrounding TVK’s agricultural promises is financial sustainability.
Loan waivers, higher MSPs, fertilizer subsidies, free education for farmers’ children and rural infrastructure projects together could cost the state government tens of thousands of crores.
Tamil Nadu already spends heavily on welfare programs, healthcare, education and transport subsidies. Supporters of TVK argue that agriculture is facing a deep crisis and farmers deserve stronger financial support. Critics, however, question whether such large-scale promises can remain financially practical over the long term.
As the 2026 Tamil Nadu Assembly elections approach, agriculture is likely to become one of the most important political battlegrounds in the state.
