The Ministry of Road Transport and Highways has proposed a new set of vehicle standards aimed at improving safety, comfort, and approval processes across different vehicle categories in India. The draft rules focus on agricultural tractors, troop carriers, and trailer caravans, addressing long-standing gaps in testing and certification.
The government has proposed clear testing standards for air conditioning (AC) and heating systems in agricultural and forestry tractors. These rules will apply specifically to tractors that come with enclosed cabins and factory-fitted AC systems.
This step is expected to benefit farmers and operators who work in extreme weather conditions, such as intense heat or cold. With proper testing norms in place, tractor cabins can offer better comfort and working conditions during long hours in the field.
However, the proposed standards will not apply to hybrid electric or fully electric tractors.
The draft rules also introduce specific type approval norms for troop carriers used by defence and police forces. These vehicles are usually built on a truck or bus chassis and are later modified to meet operational requirements.
Due to these modifications, many troop carriers often face challenges during the vehicle registration process. The new rules aim to resolve this issue by setting clear guidelines for approval.
Troop carriers are equipped with additional features to transport personnel and carry essential equipment for duties related to law enforcement, internal security, and operations during both peace and wartime. The proposed norms will help original equipment manufacturers and body builders obtain proper type approval, making registration smoother and more efficient.
The government has also included type approval standards for trailer caravans in the draft. This move comes at a time when caravan tourism is gaining popularity across India.
Caravans provide travellers with greater flexibility and freedom compared to fixed itineraries and hotel-based stays. They are widely used for travel, leisure, and accommodation, especially in remote or less-developed areas where hotel infrastructure is limited.
By introducing clear approval norms, the government aims to support the growth of caravan tourism and make it easier to use such vehicles across the country. These rules are expected to promote tourism in offbeat destinations and improve accessibility.
