Union Home Minister and Minister of Cooperation, Amit Shah, chaired a high-level review meeting on June 2, 2025, in New Delhi to assess the progress of the world’s largest cooperative food grain storage scheme. This scheme is being seen as a major step towards rural development, economic growth, and a self-reliant India.
The scheme aims to empower Primary Agricultural Credit Societies (PACS) by improving their income sources and creating more jobs in rural areas. It is closely aligned with the government’s vision of “Sahkar Se Samriddhi” (Prosperity through Cooperation) and “Atmanirbhar Bharat” (Self-Reliant India).
Amit Shah emphasized that this initiative will directly contribute to increasing India’s GDP, supporting rural employment, and building a strong cooperative economy.

NABARD
NAFED
NCCF
NCDC
State Warehousing Corporations
These organizations are playing key roles in the successful planning and implementation of the storage scheme.
Amit Shah underlined that PACS will be at the center of this scheme. Their participation is essential for creating a strong cooperative supply chain across the country. By being involved in storage and distribution, PACS can generate more income and improve their financial stability.
He also stressed the need to link PACS with multiple warehouse networks through organizations like FCI, NCCF, NAFED, and State Warehousing Corporations to meet local storage needs efficiently.
To improve the storage system, Shah directed the Ministry of Food and Public Distribution and FCI to carry out national-level mapping of warehouses. This will help in identifying gaps and connecting PACS with the nearest storage facilities, leading to better grain management.
Another major focus is on expanding loan support under the Agriculture Infrastructure Fund (AIF). Shah mentioned that better loan facilities would help PACS build or upgrade their storage infrastructure, improving their overall financial condition and service delivery.
The Union Minister also called on all State Governments to ensure the maximum participation of PACS. He advised them to include State Level Marketing Federations in the scheme so that the entire cooperative supply chain, from storage to market, is well-connected and efficient.
Amit Shah concluded by highlighting the importance of the timely and well-coordinated implementation of the scheme. He said that this storage project will be a milestone in achieving the goals of economic empowerment through cooperation and building a truly self-reliant rural India.
The world’s largest cooperative grain storage scheme is a transformative step towards strengthening rural India. By empowering PACS, creating jobs, and improving infrastructure, it supports the vision of Sahkar Se Samriddhi and Atmanirbhar Bharat. With timely implementation, it promises economic growth and self-reliance through cooperative development across the country.
