Finance Minister Nirmala Sitharaman and Agriculture Minister Narendra Singh Tomar launched three important initiatives to help Indian farmers. In a significant move aimed at bolstering support for the agricultural sector, the Indian government launched three major initiatives: the Kisan Rin Portal, the KCC Campaign, and the WINDS Manual. These initiatives are expected to bring relief and empowerment to the farming community while advancing the nation's agricultural sector.

The Kisan Rin Portal, a door-to-door Kisan Credit Card (KCC) campaign, and the Weather Information Network Data Systems (WINDS) manual are among these initiatives.
The Kisan Rin Portal and the door-to-door KCC campaign share a similar goal: to make it easier for farmers to obtain subsidized loans. The Kisan Rin digital portal gives a snapshot of farmer data, loan disbursement details, interest subvention claims, and scheme utilization status. The goal of this collaboration with banks is to improve the efficiency and precision of agricultural financing services.
According to government estimates, there were around 7.35 crore KCC accounts as of March 30, with a total sanctioned amount of Rs 8.85 lakh crore. Between April and August of this fiscal year, the government has also given agricultural loans worth Rs 6,573.50 crore at a lower interest rate.
The door-to-door effort will target persons without KCC accounts, including recipients of the central PM-KISAN initiative, which transfers Rs 6,000 per year to designated farmers' bank accounts.
Concerning the WIND portal, the ministry has published a manual outlining the efficacy of the Weather Information Network Data Systems (WINDS) effort. This portal is intended to provide stakeholders with a complete understanding of its features, data analysis, and practical use.
It provides farmers, policymakers, and other agricultural stakeholders with the knowledge they need to make informed decisions based on meteorological data.
The platform will also serve the ministry's parametric crop insurance system, according to the announcement. It will help with non-scheme parametric insurance programs aimed at reducing crop-related risks and decreasing disaster-related losses. The insurance business is now carrying out these programs.
The Kisan Rin Portal (KRP), in collaboration with numerous government ministries, promises to alter access to financial services via the Kisan Financial Card (KCC).
This digital platform provides an overview of farmer information, loan disbursement details, interest subvention claims, and scheme usage progress, allowing for more effective agriculture lending through faster interaction with banks.
Launching "Ghar Ghar KCC Abhiyaan," a campaign to ensure that every Indian farmer has access to the Kisan Credit Card (KCC) Scheme. It attempts to saturate KCC Accounts for eligible PM Kisan farmers by targeting non-KCC holders among PM KISAN beneficiaries.
There are 7.35 crore operative KCC Accounts as of March 2023, with a total sanctioned limit of Rs. 8.85 lakh crores. NABARD is in charge of implementation and monitoring, with a specialized portal for camp monitoring and KCC distribution to qualifying PM Kisan beneficiaries.
The WINDS system analyzes advanced meteorological data to provide actionable insights. This document simplifies portal functionalities, allowing farmers, policymakers, and entities to make more informed decisions.
It also supports the parametric crop insurance plan and advises states and UTs on how to integrate with the WINDS platform for transparent data observation and the use of meteorological data for improved crop management and risk mitigation.
The launch of these initiatives underscores the government's dedication to the welfare of farmers and the growth of the agricultural sector. These measures are expected to empower farmers, enhance their access to credit, and equip them with the tools to make informed decisions about their agricultural practices.
As the nation looks ahead, these initiatives mark a crucial step toward a more prosperous and sustainable future for Indian agriculture.
