The Uttar Pradesh government is actively working to ensure that sugarcane farmers receive timely payments for their produce. Under the leadership of Chief Minister Yogi Adityanath, the Sugarcane Development Department has intensified efforts to clear pending dues and hold negligent sugar mills accountable.

Following the instructions of the Principal Secretary of Sugar Industry and Sugarcane Development, Veena Kumari, recovery certificates (RC) have been issued against three sugar mills — Gola, Palia, and Khambharkheda. These mills have failed to make timely payments to farmers, prompting the Sugarcane Department to begin revenue recovery proceedings.
The Sugarcane Commissioner confirmed that the payment process is being monitored daily. Other sugar mills have also been warned that failure to pay farmers soon will result in similar punitive actions.
The Commissioner stated that with the issuance of recovery certificates, the district administrations now have the authority to recover dues in the same way as land revenue arrears. This step is expected to speed up the payment process and provide much-needed relief to farmers as they prepare for the next crop season.
Frequent review meetings and official notices have helped push the sugar mills to act faster, ensuring that the remaining payments are cleared without further delay.
Out of 122 operational sugar mills in Uttar Pradesh:
51 mills have completed 100% payment to farmers under the 2024–25 crushing season.
34 mills have made more than 84% of the payment.
For the remaining mills, the district administration is recovering dues to ensure that sugarcane farmers are paid on time.
Recovery certificates are issued to mills failing to pay on time.
