Key Highlights:

The Uttar Pradesh government is preparing a new Digital Agriculture Policy to bring a modern, technology-driven transformation to farming. Chief Minister Yogi Adityanath has directed officials to draft this policy to make agriculture more productive, profitable, and sustainable. Under this initiative, farmers will receive real-time information about crops, weather forecasts, seed availability, irrigation facilities, and market prices through digital platforms.

Strengthening the “Seed to Market” Concept

CM Yogi Adityanath stated that the policy would strengthen the “seed to market” concept, ensuring better income and transparency for farmers. During a recent high-level meeting, the Chief Minister emphasized adopting an integrated approach connecting agriculture to industries to boost overall rural growth.

₹4,000 Crore Investment Under UP AGREES Project

To support this digital transition, the government is implementing the World Bank-backed “UP AGREES” project (Uttar Pradesh Agriculture Growth and Rural Enterprise Ecosystem Strengthening) with a total investment of ₹4,000 crore. The project, active across 28 districts, will focus on value addition, food processing units, and local employment generation. The scheme’s benefits will especially target small and marginal farmers, helping them increase crop productivity and adopt sustainable agricultural practices.

CM Yogi highlighted that this initiative will play a major role in doubling farmers income and turning Uttar Pradesh into a global food hub by 2030.

Crop and Fisheries Clusters to Boost Production

Under the policy, the government plans to create specialized agricultural clusters, including a red chili cluster in Varanasi, peanut production in Bundelkhand, and a banana cluster from Barabanki to Azamgarh. These clusters aim to boost production, improve quality, and enhance exports and local market value.

The policy also gives strong attention to the fisheries sector, focusing on fish seed production, better management, and marketing. The state has set a target to develop 90,000 hectares of fisheries area, which will benefit millions of families involved in fish farming.

Empowering Small and Marginal Farmers Digitally

The Digital Agriculture Policy will also strengthen the agricultural financial system by providing easy access to credit through digital platforms and promoting private investment in the sector. CM Yogi Adityanath said that agriculture should be seen as an industry and source of employment, not just farming.

He added, “We will empower farmers with technology and digital tools, accelerating Uttar Pradesh’s journey toward becoming a $1 trillion economy.

Growing Digital Adoption in the State

Digital adoption in Uttar Pradesh has increased rapidly—from ₹122 crore digital transactions in 2017-18 to ₹1,024 crore in 2024-25. The new Digital Agriculture Policy will extend this digital growth to farming, helping farmers make informed decisions using real-time data.

Through this single digital platform, farmers will easily access information about crop planning, seed availability, weather updates, irrigation details, and market prices. This will make farming more efficient, data-driven, and profitable.

Future Benefits of the Digital Agriculture Policy

Once implemented, the Digital Agriculture Policy will make Uttar Pradesh’s agriculture smart, connected, and technology-based. The policy will give special focus to small and marginal farmers, ensuring they benefit from digital tools and timely information.

The government has advised all farmers and agricultural stakeholders to access scheme-related details through state digital portals and mobile apps. By using real-time data and modern tools, farmers can make their agricultural activities more productive, sustainable, and profitable, leading to a stronger rural economy in Uttar Pradesh.
