Decision Implemented Across Maharashtra from January 1

Maharashtra State Revenue Minister Chandrashekhar Bawankule announced that the stamp duty exemption has come into effect from January 1 and is applicable throughout Maharashtra. The move aims to ensure that farmers can access crop loans on time without facing additional legal costs or delays.

According to the minister, this step reflects the farmer-friendly and visionary approach of Chief Minister Devendra Fadnavis, focused on easing financial pressure on farmers and supporting timely agricultural activities.

Direct Financial Benefit for Farmers

With the waiver of stamp duty, farmers will now save money that was earlier spent on loan-related documentation. These savings can be used for essential farming needs such as seeds, fertilizers, pesticides, irrigation tools, and modern farming techniques. Lower initial costs will help farmers invest better in their fields, improve productivity, and increase overall income.

The government believes that reducing the cost of borrowing will encourage farmers to take loans without hesitation, leading to stronger agriculture growth and better rural livelihoods.

How Much Stamp Duty Was Paid Earlier

Earlier, stamp duty on crop loans was charged at 0.3 percent per ₹1 lakh. This meant that a farmer taking a loan of ₹2 lakh had to pay around ₹600 as stamp duty. Although the amount seemed small, it was an extra burden for small and marginal farmers. With the complete waiver, the overall cost of loans has now come down.

Documents Covered Under the Exemption

As per the government gazette notification issued by the Revenue and Forest Department on January 1, stamp duty has been fully waived on all key documents related to crop and agricultural loans up to ₹2 lakh. These include:

The exemption will be implemented uniformly across the state. All banks, cooperative societies, and other lending institutions are required to follow this order, ensuring transparency and ease for farmers.

Faster and Simpler Loan Process

By removing stamp duty, the loan process will now be quicker and less complicated. Farmers will no longer need to spend time or money on additional legal formalities. This will help them receive loans on time, which is especially important during sowing seasons and other critical farming periods.

Boost to Agriculture and Rural Economy

The Maharashtra government expects this decision to play a key role in strengthening the agricultural sector. Easy and affordable access to loans will encourage higher investment in farming, increase production, and support the rural economy. Overall, the stamp duty waiver is seen as a strong step toward farmer prosperity, empowerment, and self-reliance, while also reinforcing the state’s agricultural system.
