The Bihar government has launched a major scheme to boost farmers’ income, create rural jobs, and promote greenery across villages. Under the Small Nursery Scheme, run through the Mission for Integrated Horticulture Development (MIDH), farmers and common citizens can now get a subsidy of up to ₹10 lakh to set up plant nurseries at home or on small land parcels.
This scheme is designed not only for big farmers but also for small farmers, women, youth, and self-help groups, making it an inclusive income-generation opportunity in rural Bihar.

The Small Nursery Scheme provides financial support to establish nurseries for fruit plants, flowering plants, shade-tolerant plants, and medicinal plants. It can be started on a small scale as a side activity or developed into a full-fledged small business.
Because of its low investment requirement and simple process, the scheme is becoming popular among people who want to earn from agriculture-related activities without large risks.
Agriculture is the main livelihood in Bihar, but dependence on traditional crops like rice and wheat often limits farmers income. Through this scheme, the government wants farmers to adopt horticulture and plant production as alternative income sources.

The Small Nursery Scheme offers multiple benefits at different levels:
Low-cost employment: Nursery setup needs limited capital.
Income from home: Can be started on 5–10 decimal land or even in a home courtyard.

Women and youth empowerment: Ideal for women SHGs and unemployed youth.

The government has fixed the project cost at ₹20 lakh per hectare. Beneficiaries will receive a 50% subsidy, with a maximum limit of ₹10 lakh per hectare.
The subsidy will be released in two installments:
First installment: 60% (₹6 lakh)
Second installment: 40% (₹4 lakh)
The amount will be transferred directly to the beneficiary’s bank account through Direct Benefit Transfer (DBT).

Beneficiaries can purchase plants from approved sources such as:
Government nurseries under the District Garden or Forest Department
Krishi Vigyan Kendras (KVKs) for high-quality plants
Block or Panchayat-level centers, where government supplies are available in many areas
Starting a nursery under this scheme involves a few simple steps:
Select a location: Courtyard, unused land, or a corner of a field
Choose suitable plants: Mango, guava, lemon, papaya, rose, marigold, basil, and others
Planting: Use polybags or pots for seeds and saplings
Maintenance: Regular watering, light fertilizer use, and proper shade
Selling: Plants can be sold in local markets or supplied to government schemes
