In a major step to support domestic electricity consumers and farmers, the Bihar government has announced a new welfare scheme – Free Bijli Yojana Bihar 2025. Chief Minister Nitish Kumarrevealed that 125 units of electricity will be provided free every month to all domestic consumers in the state starting August 1, 2025.
This major announcement comes ahead of the upcoming Assembly elections and is aimed at benefiting nearly 1.67 crore families, especially those from poor and rural backgrounds.

Chief Minister Nitish Kumar made the official announcement on the social media platform X (formerly Twitter), saying:
"We have always ensured affordable electricity to every household. Now, from August 1, 2025, all domestic users in Bihar will get 125 units of free electricity every month."
He also added that in the next three years, the government aims to install solar power plants on the rooftops of consumers homes or nearby public places with their consent.
This scheme will benefit all domestic electricity users in Bihar, including:
Poor families in rural areas
Small electricity consumers
Farmers using domestic connections
Extremely poor households under Kutir Jyoti Yojana
While everyone gets free 125 units, extremely poor families will also benefit from free solar panel installation.
The CM also shared that the state aims to become self-reliant in energy. Under the solar power plan:
Solar panels will be installed on homes or public places.
Poor families will get these plants free of cost.
Other consumers will get government support or a subsidy.
The goal is to produce 10,000 MW of solar power in the next three years.
This step is expected to reduce the financial burden of electricity bills and promote green energy in Bihar.

The scheme will be implemented from August 1, 2025. This means:
Electricity consumed in July 2025 will be reflected as free in the August bill.
Consumers using up to 125 units in July will not have to pay anything.
It is yet to be clarified whether meter charges or fuel surcharges will be waived.
Interestingly, a few weeks ago, the Finance Department had denied the existence of any such scheme. They had said that there was no proposal for a 100-unit free electricity plan. However, with the CM’s official announcement, the scheme is now officially approved.
This scheme is part of a larger set of welfare initiatives launched ahead of the 2025 Bihar Assembly Elections. Previously, the Chief Minister had:
Promised 1 crore jobs
Announced 35% reservation for women
Now, the 125-unit free electricity scheme is being seen as a strategic move to gain voter support ahead of the elections.
The term of the current Bihar Legislative Assembly ends on November 22, 2025. Elections are expected to take place in October or November 2025. Voter list revision is currently ongoing, after which the Election Commission will announce the dates.
This new electricity scheme is not just about free power, but also a major push towards energy sustainability and green development in the state. It reflects the Nitish government's dual goals of public welfare and renewable energy promotion.
By targeting the poor, rural families and farmers, while also promoting solar energy, the Bihar government aims to reduce electricity costs and make Bihar a leader in renewable energy generation.
